With reference to my despatch No.276 of 18th
May, 1928, I have the honour to invite your attention to certain considerations of a confidential nature which have
led to the introduction of the Watchmen Ordinance, 1928.
One of the earliest reasons leading to the

initiation of this legislation was the desirability of finding same method to control the political and seditious activities of Indians whose most dangerous agitators are to
be found as a rule in the ranks of the Indian Watchmen.

control of ship's guards, showed on the whole excellent results in this direction, but the abolition of the Piracy Prevention Ordinance and Regulations which set free ship- owners to engage (or not to engage) their own guards, and freed the guards themselves from direct Police discipline
and control emphasized the necessity and afforded an opportunity for consolidating the good work already done. The consideration of the measure proceeded

on the lines of securing a closer control of all watchmen in the Colony which was the object that led to the establish- ment of the District Watch System towards the close of the last century. At that time however only Chinese Watchmen
